Company Officers

Rufus Ingram, President

Mr. Ingram more than 30 years of experience providing financial services to private and public sector clients. He started his career as an auditor with the U.S. Department of Defense. He went on to hold senior positions with local and internationally-based CPA firms. As a senior auditor and consultant, Mr. Ingram provided services to commercial and non-profit clients contracting with the federal government.

 

In addition to his CPA license, Mr. Ingram has a Master's Degree in Finance and has taught accounting, financial management, and income tax courses at the undergraduate and graduate levels.

 

Mr. Ingram's primary areas of client services are with the non-profit and government contracts sectors. These services include financial and compliance audit and consulting reviews. Over the past 18 years, he has performed more than 80 financial reviews of private and state-administered federal mental health and substance award programs.

 

Sara Smalley, Vice President of Government Operations

Sara E. Smalley, CPA, served as an agent for the Internal Revenue Service. She was responsible for the audits of tax returns for individuals, partnerships, and corporations.


Later, Ms. Smalley worked for the Health Care Financing Administration (HCFA) for 32 years, retiring as the Accounting Officer for the CMS. While there, Ms. Smalley's responsibilities spanned many areas in Health Care Financing including management and issuance of CMS's Financial Statement under the CFO Act, development of audit programs for Medicare contractors' accounts receivables and cost reimbursements contracts, management of CMS SAS 70 Audits and risk assessments controls for the agency, and management of the accounts receivable and project modules for the system-wide accounting system for the Department of Health and Human Services.
